When a small business serves as the prime contractor on a government contract, hiring a manufacturer, supplier, carrier, or subcontractor does not transfer responsibility away from the prime. The government still holds the prime contractor accountable for meeting specifications, delivery deadlines, compliance requirements, and overall contract performance.
